I get a little weary of the two-bit self-styled anarchists who prowl many of these sites.
I think that this is the essence of civil disobedience. If I feel that a law is incorrect and want it changed, I may disobey it, but ethically must be willing to bear the consequences of disobedience to get it changed. Avoiding the consequences is a fast trip to anarchy and chaos.

Ghandi disobeyed laws, but bore the consequences. Not too many people have the courage to do this. Antifa doesn't; they rail against police, at the same time, want the protection by police for their actions, and don't think that they should have any legal consequences either. They are snowflake anarchists. They will be the first useful idiots to go.

I don't like a lot of laws, but don't have the fortitude or money to defy them and fight them in the courts, so I obey them. As long as we are still a nation of laws (yes, I'm aware that this is fast disappearing, but the immediate alternative is chaos) that's what I will do. "

Refusal to have any part of that, by the Executive, equates to a very real constitutional crisis, one that questions the very underpinnings of the three-branch form of federal government we have.

Equivalent refusal by the Executive to comply with the Judicary, for example, would nullify the ability of court rulings to matter at all. If refusal nixed enforcement of them.

Bad juju, down that path.

Only one way this can go, if SCOTUS has any appreciation for the Constitution, the form of representative republican government we have. And that's to rule against any such outright refusals and to see such as contemptuous and criminal obstruction. I suspect the Dems, and many others, are relishing the opportunity, as this is (so far as I can tell) the first iron-clad proof of outright obstruction that exists, done directly and by Trump's own hand. Caution is due ... if the Constitution is to survive.
I would have no problem with the House actually doing their duty as part of checks and balances. But, this "investigation" isn't being done publicly. It is being done in secret and the information leaked is in bits and pieces and out of context, twisted and distorted and possibly made up out of whole cloth. They admit that it is based on gossip. Finally had to admit that they lied publicly about conversations with the gossiper and the gossiper lied about his contacts with other, probably committing perjury. So, the "investigation" results would be bits and pieces released with no other information.

If they really are investigating for impeachment, it would have been done in the Judicial Committee. But, they wouldn't have been able to make those meetings secret. They chose the Intelligence Committee because it was the chair of that committee that had already worked with the gossiper to file the report that is the basis for the chair of that Committee to investigate. (Wait! Isn't that what happened with the Steele dossier/FISA warrant?) "

It (Congress) certainly has authority to function via committees and subcommittees in the investigation of various issues or legislation, when such committees pursue such.

As for commission to an impeachment, absolutely the full House of Reps needs to vote on that, in order for an impeachment proceeding to go forward. However, that's separate from initial investigations that would provide the basis for a preliminary report to Congress on the purpose, utility, legitimacy of a recommendation for such a vote. Gathering of evidence, seeking witness testimony, issuing subpoena directing people to provide information or testify, etc.

Here's a guide -- Congressional Investigations: Subpoena and Contempt Power, by the Congressional Research Service (CRS), 2003.
But, in this case, they are investigating impeachment in the Intelligence Committee and without any House vote to investigate.
When conducting investigations of the executive branch, congressional committees and Members of Congress generally receive the information required for legislative needs.
There is no stated legislative issue named by Congress, or, I think, even the Intelligence Committee. "

That's right! Everybody keeps calling these letters requesting someone to come or give up information subpoenas. The are NOT subpoenas. Until there is a House vote and the Judicial Committee sends out subpoenas, these letters have no force of law or Congress and have no legal basis to enforce. Any attempt to "arrest" anyone would be illegal and assault, or attempt at unlawful detention or kidnapping for extortion. "

Eugene Stoner, an ex-marine and the rifleís inventor, never used his AR-15 for sport, kept it for personal defense, or even owned one. His family said he made millions by using his design, but only for military sales.

ďAfter many conversations with him, we feel his intent was that he designed it as a military rifle,Ē Stonerís family explained, saying that their father wanted to make the ďmost efficient and superior rifle possible for the military.Ē
